All values are interpreted in the chosen timezone. The .ics ships a minimal VTIMEZONE block describing the current rules of that zone. Reminders are embedded only in the downloaded .ics, and clients cap how many they keep: Apple Calendar keeps up to two (the nearest); Outlook (all versions, app & web) keeps only one — the nearest; Google Calendar ignores .ics reminders. The online provider links (Google, Outlook.com, Office 365) carry no reminders at all.
